Your link shortener does not work with links that have special character. For ex:
adfoc.us/serve/sitelinks/?id=40947&url=http://www.mediafire.com/?8l2lyb4sfss5w5j will redirect to mediafire.com instead of www.mediafire.com/?8l2lyb4sfss5w5j
