Jump back to pending after CPM bid change?

Why an approved and running campaign jumps back to pending after we change the CPM bid using the campaign edit functionality. Is that 'back to pending' really necessary as long as the url is not changed?

And btw: What's about the availability to edit all the other campaign values (like target referrer and frequency cap) that can be set on a campaign creation but are not available in the edit functionality right now?

If you update the destination URL, you will have to be re-reviewed. Changing bid should not have to go through the same re-review.

Regarding modifying the other values, just added that idea to the planned new feature list here:
