Hello, i am new here and i have question about payout rate for my country (Croatia, Europe). Its say that payout rate 0.30$. Is that mean if i get 1000 clicks i get 0.30$ only?

If you get 1000 clicks that originate from Croatia, then yes you'll get $0.30. The amount you earn is based on where the clicks come from, not where you're from.
